When I try to disable the System-Admin Tools, I get an error and when I refresh I am sent to the control panel and Admin tools is still on.

I need to temporarily disable it to check for a conflict.

Go To Web Application Firewall, Configure WAF, on the first tab, set "Defend against plugin deactivation" to No. Then you'll be able to disable the plugin.
