I trying to give a second user Super User permissions, but when I try, I get the following error:
An error has occurred.

403 Access Denied

Return to Control Panel
I can give the user any permissions other than Super User!

Admin Tools is hard at work protecting you. :-)

Go to Web Application Firewall, Configure WAF, on the Hardening Options tab, and set "Disable editing backend users' properties" to No. That will allow you to change the properties to Super Administrator.
