Is it possible that Admin Tools is causing a 404 error on an External URL menu item?

I have two sites on the same server one will go to the URL when the menu item is clicked and the other will generate a 404 error to the same site.

All versions are the same. I was wondering if it was possible that some Admin Tools setting is blocking it on one site.
