I am not sure I understand what is going wrong. I do not think that Admin Tools is the problem. We can test it with these steps:
- Rename your .htaccess file, then rename htaccess.txt to .htaccess
- Go to Web Application Firewall, Configure WAF, on the first tab, set "Defend against plugin deactivation" to No. Then disable the System - Admin Tools plugin
