There are two parts to Admin Tools, WAF and .htaccess. So to completely disable Admin Tools you need to disable the System - Admin Tools plugin and swap your .htaccess file with htaccess.txt. The htaccess.txt file is the default .htaccess file that Joomla! ships with the program. It is located in the root folder.
