#29215 WAF Blacklist don't work properly

I notice two problems in WAF Blacklist.

a)
If I edit a WAF option and change the status from publish to unpublished or unpublished to publish after save the status remain as previous.
If you click on icon in list view the status change in some rules, but not in all.

b)
Always Block Backend access, For example if I set to block com_users in frontend I cannot access the com_users in backend too.
