I started writing a post on the Joomla forum - but tried something then backed-off. But this explanation below is pretty concise as to what is going on.
----------------
I test backups on my localhost.

Normally these run fine. Today - no so much.

1 - I am running Joomla 3.7.5
2 - I can NOT reach /administrator on my local host. The page just refreshes to the homepage of the site.
3 - I CAN reach the admin back-end on my live site server.

---------

4 - I have an older copy of the site (using 3.7.4) on my localhost also

5 - I CAN reach the /administrator of that

6 - When I REMOVE the htaccess on the recent site - it breaks some pages that depend on it.

7 - However - the HTaccess files between the two are identical.

---------

Two things HAVE changes between my back-ups

a) I upgraded the Joomla version 3.7.4 to 3.7.5
b) The version of Akeeba Admin Tools got updated.

---------

8 - I went in and disabled Admin Tools

9 - I could then REACH the back-end of the site.

10 - I then reactivated admin tools by renaming the com_admintools folder properly.

11 - And could then re-access that.

12 - I repaired adn optimized tables and emptied temp directory.

13 - Logged out and back in but

14 - I could NOT get in again.

So definitely a conflict of some sort with Admin tools

What can I provide you to help diagnose what is going on with my local site?

Thanks!

I figured it out.

In my WAF configuration I had: Allow administrator access only to IPs in Whitelist - YES.

(Obviously my localhost requires my own IP - not the campus wide IP - I did not have the localhost IP listed.)

Once I disabled that - everything was fine.

However - I just have to remember that forever onward! :^)

My first thought was that your IP was just locked out, but you should get a "You are a spammer..." message if that was the case. The redirect to home page happens for several reasons:
  • You have a secret URL parameter set up but didn't use it to log in
  • You have the Administrator IP whitelist enabled, but your current IP is not in the whitelist
  • You have "hours of operation" defined and the time you tried to log in is outside the hours set

I had it, I was just too slow. :-)

I'm glad you figured it out.
