Joomla! saves timezone settings in user accounts.
When you view the control panel you are logged in. Joomla! knows which timezone you have selected and tells us. Therefore we can show you date/time in your preferred timezone.
When the email is sent we have either a random user logged in or nobody logged in (guest). Therefore we cannot know which timezone to use in the emails. Therefore we use GMT.
No, you cannot force a timezone. However, you can tell your people to look at the time the email was sent if adding a fixed amount of time to the value printed in GMT is so difficult for them.
Finally note that server timezone and your timezone are NOT the same!!! It is possible for a Cypriot business (UTC+2) to be hosted with a British host (UTC+0) with servers in Amsterdam (UTC+1). The correct server timezone is Europe/Amsterdam (UTC+1), NOT Asia/Nicosia (UTC+2). So telling me that your server timezone is "correctly" set to Brussels makes me wonder if you really have a data centre in Belgium or you just got lucky because Belgium is in the same TZ as Amsterdam and Frankfurt where most of Europe's datacentres for commercial hosting are located in ;)
In any case, there is nothing strange and nothing you can do.
