I don't think Admin Tools is the problem. It isn't a Super User block, if it was a GeoIP block they would just get a 403, not a failed login. You have already checked the IP blocks.
Let's disable Admin Tools temporarily and see if that fixes the problem. You need to:
- Disable the System - Admin Tools plugin
- Rename .htaccess, then rename htaccess.txt to .htaccess, that will swap your .htaccess file for the Joomla! standard one
Now see if your users can log in. If they still have a problem, it isn't Admin Tools. If they can, I missed something and it's back to the drawing board.
