Is it possible since all of our admins have dynamic IPs to create a secret URL that will always work even if the IP has somehow been blacklisted? The whole main.php to main-disable.php stuff gets old and the IPs change quite a bit. Get's quite frustrating. Maybe setup a master password + secretURL page?

No, renaming main.php is the way around being locked out. But... You shouldn't be getting locked out. When you're using the secret URL, it changes the address for the back end login. You have to use the secret address:
www.mysite.com/administrator/index.php?secret
Without the "?secret" parameter, you cause a security exception and are redirected to the home page, unless your IP address is flagged for special privileges.
