It depends. Are you using .htaccess Maker and the Front-end protection feature? If not, nothing is blocked.

If you do, what is the file extension? What are the file extensions allowed for front-end folders in the .htaccess Maker? If the extension is not allowed then yes, it's blocked. Case matters. .JPG is different than .jpg which is different than .Jpg!

If your problem is with uploading images, please note that this is a bug in Joomla! 3.7.1. We spotted it as soon as it was getting ready to be released. A security fixed screwed up uploads. Our fears where confirmed when other people reported this issue with uploads everywhere in the front-end for non Super Users. Joomla! 3.7.2 supposedly fixes this issue. Does it? I have no idea, I didn't have time to test.

Yep, it was the Joomla! 3.7.1 bug after all :) I'm glad it's now fixed.

I already replied to this, but let's try again.

Components, Admin Tools, .htaccess Maker. Scroll down to "Server protection".

Is "Frontend protection" enabled? If it is, check "Frontend directories where file type exceptions are allowed". It MUST include media. If it doesn't, add it to the bottom of the list.

Now look at "Frontend file types allowed in selected directories". Is the file extension of your image in the list? WARNING! The case MUST match. .jpg, .JPG and .Jpg are three different extensions which must be listed separately in there. If your image file's extension is already listed there then no, nothing in .htaccess Maker blocks images.

As I said:

If your image file's extension is already listed there then no, nothing in .htaccess Maker blocks images.

Since I don't know the file extension of your image file I cannot tell you anything else.
