I get an error has occurred 403 Access Denied when I try to modify users or disable or uninstall admintools-4.1.1-pro.

That is a feature, not an error.
You can change the behavior by going to Web Application Firewall, Configure WAF, on the Joomla! Feature Hardening Options tab. The user edits are blocked by the "Disable editing backend users' properties" option. I am pretty sure the uninstall is blocked by "Monitor component configuration". And please note, "Monitor Global Configuration" will prevent you from changing your Joomla! Global Configuration settings.
The first item has been there for a long time, the last two are new.
