Are there any know conflicts or special settings required with joomshaper's page builder ver. 2.3.5 and the helix 3 version 1.9 framework?

Neither of those ring a bell. Generally, if the extension follows Joomla!'s best practices and every request goes through index.php, there isn't a problem. And when there is a problem, it isn't too difficult to beat it into submission. We would disable Admin Tools' WAF and test, then replace .htaccess with the Joomla! standard and test. One or the other is triggering the problem. Once that is done we can figure out what exemption needs to be set.
