#27042 WAF exceptions time stamp incorrect

 When a security exeption happens, the time it is logged is 7h later than when it occurs. I have checked Joomla's server config to make sure the time zone is correct.

Security exceptions are logged in GMT by design. Joomla's timezones are user-dependent. As a result there is no canonical, system-wide timezone for us to use. Consequently we had to pick one timezone. GMT was chosen since it is the international standard and DST does NOT apply to it (this is VERY important for automatic IP banning to work properly around the DST switch-over which occurs twice a year).
