Hello,
Sometimes the remote server where the geo database is stored returns invalid data, so you get an error while trying to opening it.
That message is raised by the library that attempts to read the database file.
The easiest way to fix your issue is to install the geoip plugin again and try to update the database.
That should do the trick.
