 I am sure that I'm having a brain cramp but whenever I create a .htaccess file I get a 500 Internal Server error. I rename it and I get access again. I have tried changing all the settings in the .htaccess maker but I stll get locked out. I have added my IP address in Administer IP Address Whitelist and set Allow administrator access only to IPs in Whitelist. Also checked for my IP in the Security Exceptions Log.

The .htaccess file and the exceptions and logs are apples and oranges, they don't go together. You get a 500 error because your server doesn't like one of the options in the enhanced .htaccess file. The first option to eliminate is the Track and Trace near the bottom. Don't set it to yes or no, set it to "---". The yes and no answers put the command in the .htaccess, on or off, the "---" does not add that option in the .htaccess at all.
