Is it currently or will it ever be possible in Admin Tools to automatically block (add to blacklist) a user when they try to use the username 'admin' or 'administrator'. Like after their FIRST attempt?

No, it's not possible to ban their IP on the first attempt just for this case. The good news is that nobody will ever try manually to use that username. It's most always a script doing that and it will get banned after a few attempts (based on your settings) because they'll keep trying invalid logins. All you have to do is set "Treat failed logins as security exceptions" to Yes and let Admin Tools take it from there.
