In the Piwik settings I am now being told:

You are currently using Piwik over unsecure HTTP, which can be risky. We recommend you set up Piwik to use SSL (HTTPS) for improved security. Read this to learn more.

And am directed to this page here:

Where exactly do I enter this here???:

force_ssl = 1

I have read the documentation e.g. page 36+
And am still lost
Custom .htaccess rules maybe?
Top of file/bottom of file or similar?

Hello Paul,

According to the page you linked, you need to set up something in Piwik itself. It has nothing to do with Joomla, Admin Tools or the .htaccess file. As a result your request is out of scope of our support services. Please request further assistance for this matter from the developers of Piwik.
