If I want to change a user or add a new user then I am getting an error.

"Er deed zich een fout voor.
403 Toegang geweigerd"

What do I have to do to fix it in Admin Tools?

Go to Web Application Firewall, Configure WAF, on the Joomla! Feature Hardening Options tab, set the "Disable editing backend users' properties" field to No. That should fix it.
