The Permissions Configuration and Fix Permissions buttons only make sense on operating systems with traditional Unix file permissions, i.e. anything except Windows. Windows uses Access Control Lists which you cannot see or modify through PHP. You need to use either Windows Explorer through an RDP (Remote Desktop) connection to the server or whatever tool your host provides.
We've had a lot of Windows users filing bug reports and sending angry support requests telling us that Fix Permissions does nothing on their Windows server – incidentally, exactly as documented but who reads the fine manual these days. For this reason and since several versions ago Admin Tools will not display these buttons when it detects that you are running it in a Windows server. Please note that Windows server in this context means any kind of server software running in any version of the Windows operating system, not just IIS.
