I tried to create a htaccess file and I immediately got a 403 error Forbidden Access. I can't get into the front or back end of the site. All my extensions are current.

You will need to rename the .htaccess file in the root of your site via FTP or your host's file manager to get access to your site.
The track and trace option towards the bottom of the .htaccess Maker screen has been causing problems on some hosts. You can start with that to see if it is causing the problem. If you have access to your server error log, that may give you some insight to the 403 error too.
From there it is just a process of turning off one option at a time and trying the file until you find the one that your server finds objectionable.
