you could "abuse" of the import/export feature. It was designed to backup and re-import Admin Tools settings, however it's just a plain text file. You could export your current settings, then manually edit it and every time import the new IP block list.
However, please keep in mind that blocking all users that aren't from your country is a bad decision. The problem isn't Admin Tools Geo Blocking feature being not reliable, but the whole concept of translating an IP into a country name.
So, whatever method you choose, you are going to face false positives and users that are blocked even if they should connect.
In our opinion, blocking IPs on a country basis is not a good solution.
