If you are setting "Disable editing backend users' properties" to "No" that is exactly the right thing to do. If you still can not add a Super User, you have a cache problem. Clear your browser cache, if that does not help, you have a site level cache provided by your host that you need to clear. You would have to contact your host about how to do that. If you wait a while, the cache will clear on its own.
