Our next step will definitely be to work with Honeypot but hey, wouldn't you want to be aware of issues with one of the products you've built into yours?
I'm pretty sure that Project Honeypot doesn't have issues. I don't want to sound arrogant saying this. I am basing it on observation. Our site uses this feature with a minimum delay (in the order of 5 msec). Thousands of our users also use it on tens of thousands of servers without a problem. That's why I'm inclined to say that this is a server issue.
This definitely appears to be a problem with the project honeypot ISP or at least last hop(s).
I'm telling you that I'm also querying the same servers and have no such results. For example, let's check the following dig command I issued on my computer for a suspicious IP address:

I don't see any issues.
Please note that if you do a traceroute on httpbl.org OF COURSE you are going to get timeout errors. If you observe the dig results closer you'll see that the nameserver is sitting behind the CloudFlare CDN for performance and attack mitigation reasons. In other words, ICMP ping will fail as soon as you try hitting the CloudFlare edge node. In my case this happens as soon as the packet are about to exit Level3's Detroit network.
So, to put the final nail to this issue
with your server and nothing but YOUR server: everyone else says and proves it works. It only does not work for YOUR server. We are not your host and we are not paid to do systems administration. Unfortunately the only thing we can do for you is what I did above: prove that the problem lies outside our software and definitely not in the service we are using, a service that works for everybody else except you. Think about it. If you are the only one having problems while thousands other people don't what are the chances that you found a global problem? Zero. Nada. Zilch. For this reason I'll have to close this ticket now.
