It is the very first line that is causing the problem. The folder can't be created, which prevents the extraction, so there is no XML file. The Download ID has me puzzled.
Do you have an extension that is modifying your urls? An SEF component perhaps? Normally they don't affect the back end, but that would account for the redirection message.
Check your Temp folder setting under Global Configuration. That normally points to a /tmp folder in the root of your website. Note that having just /tmp in that setting is not usually right. It should be the path from the root of the server.
Check the permissions on the Temp folder defined above. They should be 644 on a Linux server.
Those last two will cause install problems, but not the redirect message.
