Concerning the URL Redirection in Admin Tools, do these redirects produce true 301 permanent redirects acknowledged by search engines and beneficial to SEO or is this feature more for vanity URL purposes?

It depends. The actual redirection is performed through Joomla! itself. Joomla! 3.2 and later should use a 301 redirection. Earlier versions of Joomla! will only return a 302 redirection.
Based on our experience the redirections produced by Admin Tools are respected just fine by at least Google and Bing (I didn't check with other search engines). This was true even when due to a Joomla! change we'd consistently return 302 instead of 301. Apparently the search engine algorithms are already far smarter than what your average SEO "expert" claims.
