No, Admin Tools can not force visitors to log in to your site. You really can't force them to log in. You can set content that can only be seen by users who are logged in.

You could set your home page to the login screen, that would give them the hint that they needed to log in. If the content is public and they know the url, for example if they are coming from a search engine, it would not block the content.
