When I receive e-mails from admin tools, the time is 2 hours of compared to the configuration of the Joomla site.
Example:

Got an e-mail with:
We would like to notify you that the IP address 87.51.63.54 is now blocked from accessing your site, VIB Klubben, until 2014-10-07 13:31:27 GMT.

But I got it 15:31:27

Where can I change this setting?

The timestamp is expressed in GMT. You live in Germany which is currently on DST (Daylight Savings Time a.k.a. "summer time") therefore it's in GMT+2. As a result when your clock on the wall reads 2 p.m. it's noon GMT. That's where the time difference comes. If you look really hard at the timestamp you will see that it tells you it's expressed in GMT. That's what the "GMT" after the time stamp means.
