 I recently noticed the absence of the combine js and combine css features of the SEO and Link tools. Would I be correct to suppose that these particular features have been intentionally omitted from the latest Admin Tools version(s), rather than this being an indication of a problem with the installation on my particular site. I looked for any announcement about the latest versions, but I apologize if I missed it.

Yes, that feature was removed in the latest version. It had lived beyond its time with the updates in recent years to various browsers. Browsers can not download multiple file in parallel, which was not the case when the feature was originally added. It was also impossible to make the feature work in all circumstances.

There are stand alone extensions that will do the combination if you really want to continue with this feature.
