Hello Tom,

liveupdate has been removed from the latest versions.
Please update manually and you'll find the new update system that uses the built-in Joomla installer.

Thank you for quick response but i can not access Admin tools at all. Should i delete liveupdate.php or enter some code.? Tried to delete it and recive some fatal errors.

You have to update it using "the old way": download the package from this site, then install it on your Joomla site using the extension manager.
