 Hi Davide,
Confirmed GeoLite2 Country database can't be updated when the website is running in a local server (over Windows 7 or 8)... but works right after have it exported to the online server (I can't say why... but always happens to me, too)

It can be update when the website is running on a local server when using Mac OS X Mavericks, Ubuntu Server on x86, Raspbian (essentially Debian) on ARM and Windows 8.1. The problem is either your firewall OR you have a slow connection and your local server times out downloading the (large!!!) updated GeoIP database file.
