 I notice that the GEO IP Plugin is turned OFF (Disabled) by default in plugins (Is this the correct behavior on install...Also it is set to 0..like the WAF plugin is (Which is enabled)...if I enable it, can oit stay as 0?

This is the standard Joomla! behaviour when installing a new plugin. Which is why our message, shown when you do not have the GeoIP plugin installed, reads word for word:

Admin Tools' GeoIP features require an extra plugin to be installed on your site, "System - Akeeba GeoIP provider plugin". This plugin is not distributed with Admin Tools itself, but can be downloaded from our site by clicking the button below. Once you download it, please install and enable it on your site.


The emphasis in red bold text is not in the original text. I added it to clarify my point. Therefore, as the instruction reads, you have to enable the plugin.
