I would advise you to always use a CAPTCHA on your site if you allow free registration of users. Admin Tools is great at fending off hackers. It can't help much with spammers, except the Project Honeypot integration. If a spammer is not known to Project Honeypot he won't be blocked. That's why you need the CAPTCHA. Being perfectly honest: I am redesigning our site. The new site does have a CAPTCHA for free registration.
