Host: (Green Geeks)
Akeeba Backup version: (3.8.2)
Admin Tools version: (2.5.8)

When I try to log into my admin panel I get a popup (see attached) that asks for a username and password (both provided in the popup). It says "Joomla attack protection CAPTCHA".

Is this something I have inadvertently activated in Admin Tools?

No, this is not a feature of Admin Tools. Joomla! does have its own built-in CAPCHA that you may have activated.
