Description of my issue:
IP : 66.249.78.3 Neighborhood Host : crawl-66-249-78-3.googlebot.com

this triggered Reason: template= in URL. do iblock them or wsa this google please?

Look in https://www.akeebabackup.com/documentation/admin-tools/web-application-firewall.html#waf-configure under "Allow site templates". Read that information to understand what you're doing and why. Then enable the "Allow site templates" option and click on Save & Close.

Most likely (read: with 99% confidence) it was Google Bot. We can't say for sure as Google doesn't publish the exact IPs of Google Bot.

so by setting Allow site templates do i need to list the template in the Allow direct access, including .php files, to these directories?

most attacks i get.. (a lot of them daily on lots of joomla sites) mainly use the template= in URL withthout the mention a google bot.

No. You only need to set "Allow site templates" to Yes.
