#16950 Trouble Accessing AdminTools Settings

Description of my issue: I am running joomla 2.5.13 and cannot get access to the Admin Tools settings. I can see the control panel but get this message:

You are not authorised to view this resource.

I get this for Akeeba back up as well and the Extension Manager.

I am not able to update from 2.5.13 to 2.5.14

This has just happened.

This is a Joomla! bug which affects sites using Joomla! 2.5.12 or later. You will have to edit your #__assets table and find the Root Asset record. Set its lft column to 0.
