Mandatory information about my setup:

Have I read the related troubleshooter articles above before posting (which pages?)? Yes (admin tools upgrade and installation issues, admin tools trouble shooting guide)
Have I searched the tickets before posting? yes
Have I read the documentation before posting (which pages?)? yes
Joomla! version: (3.1.1 stable)
PHP version: (5.4.16)
MySQL version: (5.5.31)
Host: (optional, but it helps us help you)
Admin Tools version: (2.5.6)

Description of my issue:
after upgrading from joomla 3.0 to 3.1.1 with the admin tools joomla core updater, I am no longer able to access certain portions of the administrator section – specifically in the extension manager: update, manage, discover, database, warnings, and install languages. this is the second time I've run into this issue. the first time I was able to reinstall the 3.0.4 version, but I couldn't do that on this site. while this doesn't seem to affect the front end of the site, I am unable to use those sections of the extension manager, and I am unable to install new extensions.

thank you in advance,
robb

I suspect that you have an older version of Akeeba Backup Professional installed on your site. Please try disabling the System - System Restore Points plugin. Then you can access those pages and upgrade to the latest available version of Akeeba Backup Professional (at the time of this writing: 3.7.10).

If you still have problems with any core component (or if you're missing some) go to Extensions, Manage Extensions, Database and click on the Fix button.

thank you for the quick reply. I do have 3.7.10 installed - I had updated both akeeba backup and admin tools and then backed up before going through the joomla 3.1.1 update.

after disabling the system - system restore points plugin, I tried to access those parts of the site, and now get the same 500 error when I click on the extension manager.

I've restored the site to backup I made, and have tried different variations of updating, all with the same result. do you think if I restore again, and then downgrade the akeeba backup and admin tools that I may get a different outcome?

thank you for your time

If you downgrade Akeeba Backup and Admin Tools I am sure that you will have problems. Try uninstalling both components as well as the FOF library. The upgrade Joomla using the integrated Joomla updater and then install the latest version of both of our components.

thank you for the reply. what is the best way to uninstall the FOF and admin tools/akeeba if I am unable to access the extension manager? I am having the same issue on another site as well, but I can't downgrade that one to a previous backup because the client hadn't made one before updating.

They are both Joomla! extensions. Installing and uninstalling them is a standard Joomla! procedure that any Joomla! user knows. Right?

this is true :) however when I try to go to the extension manager to uninstall I get a 500 error. I've never seen this screen before...

Try disabling the System - System Restore Points plugin first.

I have that disabled and get the same results. however if I reactivate the system restore plugin, then I can get the extension manager page, but can't upload, manage, update, etc. I then disabled the system restore plugin and it went back to displaying the 500 error on the extension manager page.

If you have a problem seeing the page after you disable the plugin then you have a serious issue with your core Joomla! installation and I can't be of much help.

I was hoping that wasn't the case. I appreciate your time. I will see what can be done to fix it.
