Hi Nick,
On one of my sites (www.CumberFest.com) I am using an event booking extension from JoomDonation which has been taking bookings fine but now I am recieving the following Notifications from Paypal:
-----------------------------
Please check your server that handles PayPal Instant Payment Notifications (IPN). Instant Payment Notifications sent to the following URL(s) are failing:

http://cumberfest.com/index.ph p?option=com_eventbooking& amp;task=payment_confirm&a mp;payment_method=os_paypal
http://www.cumberfest.com/inde x.php?option=com_eventbooking& amp;amp;task=payment_confirm&a mp;amp;payment_method=os_paypa l

If you do not recognize this URL, you may be using a service provider that is using IPN on your behalf. Please contact your service provider with the above information. If this problem continues, IPNs may be disabled for your account.

Thank you for your prompt attention to this issue.
---------------------------
It has been suggested by the author of the event booking extension (Tuan) that this may be an issue to do with admin tools which I do have installed on this site - have you any experience with this? His exact comments were:
Your site has a security plugin installed like AdminTools Pro or RS Firewall. Usually, these plugins block Paypal IPN messages and that's the reason causing the issue.

There seems to be nothing in the Admin Tools FAQ's relating to this although there is a reference to something simialar associated with regular subscriptions but I am not sure if that is relevant...
As ever, your advice and clarity would be appreciated?

Admin Tools does not block IPN requests when they are being processed through Joomla! itself. The biggest proof is our very own Akeeba Subscriptions component which processes IPNs in the same way. But you don't have to take my word for it.

Let's make sure that the problem is indeed caused by Admin Tools. In order to do so, try the following:

1. Try setting the Error Reporting level in your Global Configuration to "None". Many errors are caused by harmless PHP Notices and Warnings being output to the browser, breaking anything which requires HTTP header manipulation such as Joomla!'s session management, AJAX calls and download systems.

2. Try to replicate the issue after disabling the "System - Admin Tools" plugin. If you can still replicate the issue, it is not caused by Admin Tools. Disabling that plugin means that Admin Tools code (including the Web Application Firewall) is not running on your site.

If doing any of the above resulted in the issue still occurring, it's not related with Admin Tools and I can't help you. If following the second step did stop the issue from occurring, we'll have to do some troubleshooting.

First go to Admin Tools, Web Application Firewall, Configure WAF. Make sure "Log security exceptions" is set to Yes; if it's not, set it to Yes and click on Save. Now try reproducing your issue. Immediately after that, please go to Admin Tools, Web Application Firewall, Security Exceptions Log and go to the last page. The last log entry should have the date and time of when the issue occurred. Please copy the Reason and Target URL here so that I can help you.
