Description of my issue:

After spending an hour or two troubleshooting the 403 Access Denied error after upgrading either Akeeba Tools or Akeeba Backup - I decided that I might want to try to FRESH INSTALL of BOTH componants to the latest edition, each with the lesser version installed of the other.

When I did so - I realized that I recieved this error that many have been reporting...

SOLUTION that I found was to complete a FRESH INSTALL of latest version of EACH COMPONANT with the LATEST DOWNLOAD - NOT UPDATING. Until BOTH componants were the LATEST version, I was unable to use the other and recieved that error.

Not sure what the two componants are sharing, but it seems that this issue is caused when you don't have the latest version of the other installed in tandum.

Hopefully this will help you guys troubleshoot this issue...

I have actually responded to the same issue in a dozen tickets over the last two days. Yes, the solution is exactly what you described: upgrade both Akeeba Backup and Admin Tools to the latest versions. Actually that's why the new Admin Tools version was released yesterday :)

FYI the shared part is the FOF framework. I did a change to make it more RESTful. By doing so I exposed a bug caused by leftover code in Admin Tools and Akeeba Backup from the olden days, when I was still using the Joomla! MVC API (over a year ago). There were half a dozen of returns without a value which caused the 403 with the new version of FOF. The bad thing is that all of them happened in the post-installation page redirection and would only get triggered after an upgrade was made, therefore not caught in our testing :(
