Description of my issue:
I have IPs included in the whitelist but they are still getting auto-blocked (IP blocking of repeat offenders). According to the tip on this page: https://www.akeebabackup.com/documentation/admin-tools/web-application-firewall.html#waf-configure -- the inclusion in the main whitelist should prevent them from getting blocked. I should have to also add them to the "never block these IPs" field.

If the white list feature of Admin Tools is not enabled the whitelisted IPs are not taken into account. I believe that's what's going on.

Hmm.... ok.
I have not enabled that feature, so perhaps that is it. From an intuitive-configuration perspective, I definitely would have thought that whitelisting impacted the various areas where an IP could have been blocked -- regardless of whether you are specifically using it to restrict admin access.

At the very least, you may want to update the documentation to reflect the fact that IPs are only whitelisted throughout the system IF you are using the whitelist to limit admin access.
