I'm worried because the admin tools may have blocked google indexing robot. Initially configured so that the file sitemap.xml had direct access, in authoring tool htacess.

I need to do something, or is this correct IP block?

First go to Admin Tools, Web Application Firewall, Configure WAF. Make sure "Log security exceptions" is set to Yes; if it's not, set it to Yes and click on Save. Now try reproducing your issue. Immediately after that, please go to Admin Tools, Web Application Firewall, Security Exceptions Log and go to the last page. The last log entry should have the date and time of when the issue occurred. Please copy the Reason and Target URL here so that I can help you.

No, you should not add any IP to the whitelist. You just have to disable the block of template= from the Configure WAF page.

Go to Components, Admin Tools. Click on Web Application Firewall. Click on Configure WAF. Under "Visual Fingerprinting Protection" you can do one of the following:

  • (recommended) Set "Allow site templates" to Yes.
  • (if the above didn't work) find the "Block template=foo site template switch" and set it to No

Please note something very important: if the first solution didn't work, I do NOT recommend following the second one. In fact, it would mean that Google has cached an inexistent / invalid URL and throwing 403 to it when it tries to access it is the best approach to have it removed from its cache.
