Description of my issue:

 

hello,

first of all i changed some time ago my super administration ID with admin tools.

so i am logged in as a super user with all rights.

if i want to create a new user with some rights i get 403 error. another forum said that admin tools woul lock the creating of new users.

if this is so i would like to know how i can create a new user. i cant find a solution for myself.
