Following your suggestion, I used the htaccess maker with everything turned off. I am still having the same problem, even when I unpublish the admin tools plugin.

Everybody will be able to see its contents. Do not include usernames, passwords or any other sensitive information.

In this case you've deactivated all protection offered by either the .htaccess or Admin Tools and the problem persists. In other words, your issue is unrelated to Admin Tools.

Hmm... Do you happen to have any idea of what else might be blocking access? For example, I have an exception in .htaccess for "media/com_hikashop/upload/safe/logs/report_465910889.log" but I get a "403 forbidden" error if I go there, as you can see...
(By the way, I understand this is outside the scope of this support, so if you can't give any guidance, I understand...)
(I forgot to mention one other symptom: Another component is also not getting paypal notifications, although I have not done the strong testing I had done with Hikashop.)
Since you are receiving no incoming traffic from PayPal, it's either a security extension on your site or, most likely, a firewall setting in your server. Talk to your host.
