First try logging out of your site, delete your site's cookies from your browser, restart the browser and log back in.

If you still do not see the Admin Tools item in the backend, try clearing your browser cache and your Joomla! administrator cache.

If you still see nothing, you're affected by an intermittent issue with Joomla!'s extensions installer. See our installation troubleshooter, under the "Joomla! 1.6/1.7/2.5 installation problems" header. Follow the instructions substituting com_akeeba with com_admintools.

I believe you meant you found three records, one in each table in the instructions, not three tables in the database. If you removed the _admintools tables, you've broken something.

Let's be on the safe side. Install Admin Tools again, without uninstalling it first. If there are missing tables they will be created and then you'll be fine.
