Mandatory information about my setup:

Joomla! version: 2.5.8
PHP version: PHP Version 5.3.3-7+squeeze14
MySQL version: 5.1.63
Admin Tools version: 2.4.2 Pro

Description of my issue:

I enabled the blocking of such success:
Africa
North America
South America
Antartica
Asia
Oceania

Additionally, I have also enabled the country Japan.

The database GeoIP.dat I last updated.

Why the requests from Japan are not blocked?
IP = 150.70.64.214 = Host = trendmicro.com? Will I be attacked by an anti Four manufacturers?

The first you should realise is that GeoBlock is not 100% accurate. MaxMind, the makers of the GeoIP database, claim a 99% accuracy. This means that one in 100 IPs will be detected as belonging to wrong country (or has no country information).

Then, you need to update the library frequently. Have you done so from the GeoIP Block page?

Regarding your particular IP, it seems that it is a security scan, not an actual attack but yes, I understand what you mean :D

Finally, please let me reiterate what I've been saying time over time: GeoIP block IS NOT a security feature. It offers zero, I repeat ZERO, protection. Circumventing a GeoIP Block is as easy as using a free proxy service in an unblocked country. It's ridiculously simple. It's so simple even a noob can do it following simple instructions. Its one, sole and only function is to prevent casual users from accessing your site as long as they come from countries you don't wish to have access to your site. It's dead easy to circumvent and should not be relied upon for security. I wished to remove it but some people do use it for the purpose it is designed for and they were very vocal regarding whether it should be removed.
