Go to Components, Admin Tools, .htaccess Maker. Find the "Allow direct access, including .php files, to these directories". Add
libraries/gantry/css
cache

and click on Save and Create .htaccess.

ok sorry about this..

It was all working so I didn't think to look here again..

I tested it on 3 browsers and then the client told me today.. about it.. must of been cached..

Don't worry :) You are not the first and definitely not the last person to request support with a similar issue. At least you were one of the few people who gave me the URL, something which helps me debug the issue for you. Those who don't give me the URL are simply given the link to the documentation ;)
