Description of my issue: While I am logged in to my site, I am getting frequent "login failures". Then my site is not reachable. My home page becomes:

Here's what happens. Someone visits your site from an IP address which you have black-listed. Admin Tools detects that and tries to show a 403 Forbidden error. Your template screws up trying to do that and throws this indecipherable error message you posted.

One way to show a more intelligible error message is setting the "Show errors using a customisable HTML template" parameter in Admin Tools' Web Application Firewall to Yes.

That said, if your site remains inaccessible it means that you have blacklisted the IP address of something used to access your site such as a CDN server, a load balancer or a reverse proxy. I'd recommend emptying your IP black list in Admin Tools and be very careful at what you put in there.
