#12800 User can not login and change of user not possible

Joomla! version: 2.5.6
PHP version: 5.3.3
MySQL version: 5.1.52
Host: (optional, but it helps us help you)
Admin Tools version: 2.2.9

Description of my issue:
After installing AT, super user can not change group setting from another user for ex to "Administrator". It rusults in a 403 page. Additionally no other user can login in admin area anymore.
I uninstall AT and both is possible again.
Any idea?

OK, that´s OK now, I can change users. But the login part of my question is still open.

That's difficult for me to answer, because I can't replicate it (and thousands of other users obviously don't have the same problem, either, or it would be a bug fixed since a very long time ago). I'll have to get you troubleshoot this issue.

First go to Admin Tools, Web Application Firewall, Configure WAF. Make sure "Log security exceptions" is set to Yes; if it's not, set it to Yes and click on Save. Now try reproducing your issue. Immediately after that, please go to Admin Tools, Web Application Firewall, Security Exceptions Log and go to the last page. The last log entry should have the date and time of when the issue occurred. Please copy the Reason and Target URL here so that I can help you.
