PHP version: 5.3.13
MySQL version: 5.5.25
Host: (optional, but it helps us help you)
Admin Tools version: 2.2.8

Description of my issue:

Is it correct that updating from J 2.5.4 to 2.5.6 requires the full install package? There is no patch package available?

Yes, it's correct. The Joomla! project has only published a 2.5.5 to 2.5.6 patch package.
