If an IP is present in the Black List or the Automatic IP Ban List it will be blocked. This happens because Admin Tools performs the banned check before the pass-through test. This is an intentional security feature which is not going to change.
If the IP is in neither of the black lists we will then perform the white-list test. If the IP is in any white list (Admin White List, either of the "do not block" lists") it will not be blocked.
What you describe can't actually happen. You imply that you have removed the IP from all black lists, added it to the white list and it's still blocked. This is simply not possible. You've either not removed the IP from at least one of the lists, or you are removing the wrong IP address. Please note that if you have an IP range in the blacklist which includes the IP in question then Admin Tools is correct in blocking it because this is what you told it to do (and because ban has precedence over allow).
